The AdC issued a Recommendation addressed to the Government considering the concession of the rights of exploitation of the public grain storage and drying infrastructures, which are the property of INGA - National Institute for Agricultural Intervention and Guarantee, with a view to guaranteeing equal access to them by both the production sector and the cereals trading sector.
In this regard, the AdC considers that as early as 2004 INGA should adopt a transparent public process for the concession of such infrastructures, based upon contractual terms of reference, with a clear definition of its object and the eligibility of competitors, preferably a public tender, which should ensure adequate compensation, equal conditions of access, fair treatment of interested parties, establishment of effective eligibility conditions, establishment of obligations of dealers, establishment of rules and regulations on the quality of services to be provided, and an investment program by the concession-holders.
