On 12 August 2013, the AdC issued comments on ERSE's Annual Report to the EC for 2013.
The AdC mentions that its comments on the Annual Report of 2012 suggested the need to deepen the analysis of a competitive nature, particularly in the electricity sector system services markets and in the electricity and natural gas retail markets. In this context, the AdC states that it considers that the 2013 Report did not substantially develop the analysis of the competitive performance of these markets, and therefore reiterates the comments previously presented.
In relation to the 2013 edition, the AdC makes specific comments on the following aspects, namely: (i) regarding the certification of the transmission network operator; (ii) regarding the special regime generation; (iii) regarding the congestion resolution mechanism and the allocation of available capacity in interconnections (forward management of commercial capacity in the Portugal-Spain interconnection; FTR - Financial Transmission Rights/Platform CAS-EU); and (iv) regarding the promotion of competition in the wholesale market.
