Summary of the case
In November 2014, the AdC commented on the proposal for an Electricity Distribution Network Development and Investment Plan for the period 2015-2019 (PDIRD-E 2014). The AdC raised the need to review the asset remuneration model in order to obtain a more balanced risk sharing between the network investor and the consumers and to contribute to attenuate the incentives to over investment. The AdC mentioned that the investment plan arises in the complex context of strong upward pressure on costs for final consumers, determined by the evolution of costs of general economic interest and of the tariff debt. The AdC noted that the evolution of the global amount of investments proposed for the next three years seems to represent a very small reduction compared to the investments foreseen in the previous period. Thus, the total volume of investments should be reconsidered, given the impact they will have on the level of tariff increases.
