The AdC issued a Recommendation addressed to Higher Education institutions, which in addition to pursuing services of general cultural interest, in the areas of education, science and technology, also provide, supported by State measures, on an ancillary basis, services in markets under competitive conditions.
According to the Recommendation, these institutions must comply with the principles of transparency and non-discrimination, on which the competitive market is based (cost accounting separation, price-cost orientation, tax non-discrimination and return on capital).
