This report develops an analysis of the markets for liquid fuels and bottled gas, including aspects of a structural and regulatory nature. In particular, the analysis identifies constraints in terms of access to logistics infrastructures that limit the import capacity of market operators. The AdC issued a set of recommendations of a structural nature in order to ensure non-discriminatory conditions for access to infrastructures. The AdC also recommended measures to promote competition at the retail level, namely measures to simplify the licensing procedures of fuel stations and to promote the switching of operators in the allocation of new concessions for fuel stations in highways or renewing the concessions already allocated.
