Summary of the case
In May 2014, the AdC commented on the future of Digital Terrestrial Television (DTT). The comments focuse on themes that fall within the scope of its study and recommendations on DTT published in June 2013. As part of the 2013 study, the AdC issued a set of recommendations on what it concluded to be desirable developments for the offer of DTT. Although the issues underlying this public consultation go beyond the scope of the recommendations made by the AdC on the matter, in some points the questions raised relate to the conclusions and recommendations of the AdC study. On the other hand, some of the issues raised are in line with AdC's recommendations, insofar as they refer to the assessment and consideration of possible changes in the DTT offer. Thus, the AdC contribution constitutes an integrated text that seeks to deal with issues related to existing competition in markets linked to the DTT service and in a possible tendering procedure associated with the determination of the use of existing (or to be created) capacity on the DTT platform. In its response, among other aspects, the AdC noted the existence of relevant barriers to the entry of new program services and highlighted the importance of ensuring that the procedure for the licensing of new program services should allow obtaining, transparently and competitively, “the answer” regarding the interest and possibility of making new program services available on the DTT platform by television operators (existing or potential).
