In May 2015, the AdC commented on the proposal for a National Liquefied Natural Gas Transport, Storage Infrastructures and Terminals Network Indicative Ten-Year Development and Investment Plan for the period 2015-2019 (PDIRDGN 2015), elaborated by the operator of the natural gas transport national network (REN Gasodutos).
The AdC noted that the investment proposals presented will have an effect on the tariffs for the use of natural gas networks, and noted it is key to assess the effects of the proposals on the future financial commitments of natural gas consumers. The AdC highlighted that the remuneration model results in a potential incentive to over-investment and that, if the model is maintained, the remuneration of regulated assets should be significantly reduced. The AdC also considered it essential to ensure the existence of a particularly demanding justification for investing in conversions and reconversions, as well as an adequate control of the costs actually incurred.
