Summary of the case

The infringement procedure PRC 2004/23 was initiated by the Competition Authority Board on 01.09.2004, regarding a potential violation of Article 4 of Law No. 18/2003, of 11 June.
This investigation analysed practices adopted by ANTRAM - Associação Nacional de Transportadores Públicos Rodoviários de Mercadorias (National Association of Public Road Carriers of Goods), which could constitute a decision by an association of undertakings to establish a collective refusal to provide container transport services with origin or destination in one of the main container terminals of the port of Lisbon.

On 29.01.2009 the Board of the Competition Authority adopted a condemnatory decision (reprimand).

The decision of the Competition Authority was challenged in court, and the court found the Defendant not guilty.
